NOTICE TO BIDDERS

FILING OF SEALED BIDS

Sealed Bids will be received by the City Clerk of the City of Winfield, Iowa (“Owner”), at City Hall, 115 North Locust Street, Winfield, IA  52659 until 2:00 PM CST, on September 8, 2022, for the construction of the proposed WWTF Lagoon Sludge Removal for said Owner, as described in the Specifications and drawings therefore on file in the office of the City Clerk of the City of Winfield, Iowa.  Bids will be publicly opened, read, and tabulated on the day and hour specified above, and will be acted upon by the Owner at that time or at such later time and place as the Owner may then determine.

GENERAL PROJECT DESCRIPTION

All Work, materials, and equipment are to be in accordance with the Contract Documents on file in the office of the City Clerk, and at the office of HR Green, Inc. (“Engineer”), 8710 Earhart Lane SW, Cedar Rapids, IA  52404, by this reference made a part hereof as though fully set out and incorporated herein.

The Work for the said improvement, as required by the Contract Documents, is generally described as follows:

The removal and land application of sludge from existing wastewater treatment lagoons and all necessary sampling, documentation and coordination as required by the State of Iowa. Contractor shall identify application sites and secure agreements for the land application of sludge. Land application shall be completed prior to the Final Completion date specified here within.

                                                                          

The City of Winfield, Iowa, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Work under the proposed Contract Documents shall be commenced upon written Notice to Proceed to be issued on or before October 12, 2022 and shall be completed and ready for operation on or before December 1, 2022, subject to any extension of time, which may be granted by the Owner.
